Generally you should be able to get in the second time sign in, as the first time NR client forces Chrome browser to request the SSL certificate from the NR server. If you keep getting the blank screen, it means the new Chrome browser may not allow us to reuse the certificate as before.
Please try this: 1.Open the browser and type: https://[your NR server IP]:[port] , go. Then you should be prompted to confirm the certificate, accept it and continue. You may see "OK". 2. Run NR client see if it works.
The basic idea is to let Chrome browser request the certificate and save it to the cert-store on the device, so that it won't ask for it anymore. If the trick still not works, I guess Chrome may require a real certificate from the server.
